Bhubaneswar: As Odisha Chief Minister Naveen Patnaik is undertaking his ongoing annual review of the progress of all the departments, he reviewed the Rural Development on Tuesday as his Government is laying utmost stress on it.
Briefing media on Wednesday, Odisha Rural Development Minister Bikram Keshari Arukh said that the Rural Development (RD) Department is responsible for construction and maintenance of rural roads, bridges and government buildings in rural areas.
He informed, “As per the election manifesto of the Government, Mukhya Mantri Sadak Yojana (MMSY) has been launched since the year 2014-15 with a view to provide good all-weather roads to the unconnected habitations which are not covered under Pradhan Mantri Gramya Sadak Yojana (PMGSY) or any other connectivity programme.”
The RD Minister said, “Since implementation, 1254 kms of roads have been constructed by utilizing Rs 820 crore and 45 lakh thereby connecting 303 unconnected habitations with all-weather roads.”
The review also revealed that during the current financial year, there is a proposal to take up 320 new roads at a cost of Rs 700 crores to provide connectivity to 375 unconnected habitations. Out of the ongoing roads as well as proposed roads of the current financial year, there is a target to complete 372 roads (1285 kms) utilizing Rs 551 crores to provide all-weather roads to 434 unconnected habitations.
“The Rural Development Department has taken up 1032 bridges under Biju Setu Yojana (BSY) since 2011-12. Out of this, till date 584 bridges have been completed by utilizing Rs 1610 crore and 79 lakh,” the RD Minister informed media.
He added, “During last four years, 464 bridges have been completed at a cost of Rs 1428 crore under this scheme."
He also added, "During this current financial year, there is a proposal to take up 250 new bridges. Out of the ongoing bridges as well as proposed new bridges of the current financial year, it is targeted to complete 150 bridges at a cost of Rs 650 crore.”
State Government has set a record of constructing more than 200 bridges per year under different schemes including Biju Setu Yojana, the CM’s annual review revealed.
The CM’s review also found out that under the Pradhan Mantri Gram Sadak Yoiana (PMGSY), 46973 kms of good all-weather roads have been constructed by utilizing Rs 19618 crore thereby connecting 16133 habitations during the last 18 years. The State Government has so far provided Rs 3958 crore and 7 lakh under this scheme.
During the last four years, 21049 kms of roads have been constructed by utilizing Rs 8143 crore and provided all-weather roads to 6030 habitations, the review revealed.
“In PMGSY, Odisha has been consistently performing well. During 2016-17, by constructing 5797 kms of roads the State stood 2nd in all India level. Similarly, in 2017-18, the State has constructed 7176 kms of roads and stood 1st in all India level,” said the Odisha RD Minister adding, “During current financial year, there is a target to construct 8000 kms of roads at a cost of Rs 4166 crore and 67 lakh to provide all-weather roads to 2500 habitations.”
The Rural Development Department has constructed a large number of important buildings of other departments in the rural areas during last four years. Out of this, 175 Model School buildings of School & Mass Education Department, 9 Tahasil office buildings and 296 R.l. office buildings of Revenue and Disaster Management Department. 1503 PHC, CHC, Sub-Centre, Ayurvedic and Homeopathic dispensaries, four 30 bedded Mother and Child Hospital Buildings of Health and Family Welfare Department have been constructed, the review found.
Similarly, five ITI and one Polytechnic building of Skill Development and Technical Education Department have been constructed.
During the last four years, 175 numbers of 300 MT capacity go-downs of Cooperation Department have been completed.
Besides 296 Cyclone Shelter buildings for OSDMA under Revenue & Disaster Management Department have also been completed.
Further, 97 Multipurpose Cyclone Shelter buildings under Chief Minister Relief Fund (CMRF) have been completed by this Department, the CM’s annual review revealed.
“Rural Development Department had a special focus on the improvement of roads in KBK districts. During last four years, 2925 kms of Rural Roads have been constructed by utilizing Rs 1048 crore under Biju KBK and other rural connectivity schemes by this department,” the RD Minister said.
He also added, “Apart from above, for development of technical skill of personnel, Rural Development Department has imparted training to 1282 departmental engineers, Quality Monitors and contractors in different national level technical institutions during last four years. Further by using Green Technology, 1533 kms of roads have been constructed during last four years.”
“For imparting training on construction and maintenance of roads of Rural Development Department as well as on new technology, steps have been taken for establishing one Rural Connectivity Training & Research Centre (RCTRC) at Bhubaneswar and 6 Rural Road Network Management Unit (RRNMU) at Angul, Sambalpur, Berhampur, Balasore, Bolangir and Cuttack,” the Odisha RD Minister briefed media on the CM’s annual review of his department.
