The Inside Story Of The Corruption Case Filed By CBI Against Odia Director Of NTPC Kulamani Biswal

Bhubaneswar: The Central Bureau of Investigation (CBI) on December 7 (Thursday) has booked NTPC Director (Finance) Kulamani Biswal under Sections 120-B of the Indian Penal Code (IPC) and 11 and 12 Prevention of Corruption (PC) Act, 1988.

Besides the top Odia official of National Thermal Power Corporation (NTPC) Limited, two others have also been booked under corruption charges by the CBI. They are M/s BGR Mining and Infra Private Limited director Rohit Reddy Bathina and Prabhat Kumar.

Sources revealed, Biswal is at present on his abroad tour since December 8 (Friday) from Bhubaneswar International Airport.

As per the regular case registered by CBI against the trio and other unknown persons, prima facie discloses commission of criminal offences.

As per the FIR of the CBI, “On 7.12.2017, Prabhat Kumar went and personally met Kulamani Biswal and during this meeting he engaged Rohit Reddy Bathina. Kulamani Biswal initially had asked Rohit Reddy Bathina to arrange US Dollars equivalent to Rs 5 lakhs for him for the trip abroad. Rohit Reddy Bathina offered to deliver the same at Delhi or Bhubaneswar. Biswal then asked Reddy to give him the cash in Indian currency at Delhi itself which he would convert to USD himself. Reddy then informed Biswal that Prabhat Kumar would deliver the amount of Rs 5 lakhs to Biswal at Delhi today (07.12.2017).”

“Rohit Reddy Bathina arranged for the delivery of Rs 5 lakhs cash through Hawala channels to Prabhat Kumar for further delivery to Kulamani Biswal at his residence in Asian Games Village Complex, New Delhi,” the FIR mentions.

CBI’s FIR further states, “Sh. Kulamani Biswal, being a public servant, has attempted to obtain for himself valuable things without any consideration from a party, namely M/s BGR Mining & Infra Private Limited, with whom he has been dealing due to the business transacted between NTPC Limited and M/s BGR Mining & Infra Private Limited. Sh. Rohit Reddy Bathina alongwith Sh. Prabhat Kumar have conspired and abetted the aforesaid act of Sh. Kulamani Biswal, Director (Finance), NTPC.”

While 52- year-old Biswal is on the Board of Directors of NTPC, M/s BGR Mining & Infra Private Limited has recently been awarded a project relating to Mine Development and Operation of Talaipalli Coal Block by NTPC.

Rohit Reddy is a director of M/s BGR Mining & Infra Private Limited and Prabhat Kumar is an associate of Reddy and handles Reddy’s tasks in Delhi.
