Cuttack: With the notification been issued for the General Election 2019, various VVIPs including Prime Minister of India, Union Minister and other senior leaders from different national parties will be visiting Odisha for election campaign.
Keeping this in view, a high level meeting presided by DGP RP Sharma was held today at State Police Headquarters in Cuttack. Senior officials of Odisha Police including Commissioner Satyajit Mohanty, all the Range IGs, DIGs, DCPs of Cuttack and Bhubaneswar and District SPs attended the meeting through video conferencing.
Senior Officers from Intelligence Bureau (IB) and Special Protection Group (SPG), including IB Special Director Ashok Verma and SPG IG YK Jethwa, attended the programme and apprised the officers in the field through power point presentation about the possibilities of multi faceted security threats to the VVIPs during election campaign.
Since there will be frequent visit of VVIPs and other party functionaries during the process of election, there should be effective and unobtrusive security arrangement, said DGP Sharma.
The Central Government as per threat perceptions have categories and prescribed scale of security arrangements for different National and State level political leaders. There may be chances of anti-social activities which may disturb the election process. So the District Police Chiefs were adequately sensitized keeping in view the history of attack on VIPs in the past.
The experts who came from IB and National Security Guard (NSG) suggested several precautionary and preparatory measures during the visit of VVIPs and other dignitaries.
1: There should be different types of security arrangement for different categories of dignitaries.
2: The security arrangement for Prime Minister should be done as prescribed in the Blue Book.
3: The District SPs should have close co-ordination with the officers of SPG during the visit of Hon'ble PM.
4: The District SPs should also liaison with the local organizers during public meeting or road shows.
5: Selection of meeting venue needs to be done keeping the security angles in view.
6: Adequate steps should be taken for effective crowd control.
7: Parking place should be selected at a safe distance from the meeting place.
8: There should be adequate light arrangement in the dais as well as meeting place.
9: Limited number of people should be allowed on the dais during VVIP programme.
10: Steps should be taken to avoid fire hazards and other man made accidents during public meetings. 11: Fire fighting equipments shall be kept in readiness.
12: There shall be adequate checking and frisking of people during the public meeting.
13: Special security arrangement shall be done during VVIPs road shows.
14: Sniffer dog, explosive detector, CCTV and other electronic gadgets shall be used to strengthen the security.
15: Preparation and safety of helipads to be seen.
16: Radio Communication and navigation equipments must be used by the crew members of helicopter carrying VVIPs.
17: There should be contingency planning for any untoward incident during election campaign.
18: Proper certification should be obtained from GED, Fire Service, PWD and other line departments who are involved in the preparation of stage, barricading and helipads.
19: SOP for road shows of WIPs to be strictly followed.
20: There should be adequate clearance all around the stage.
21: Adequate barricading to be done in the meeting place.
22: Duty passes to be issued to the officers on duty.
23: There should be double checking of people in the front sector of the meeting place.
DGP Sharma has called upon the officers to be sincere and serious while discharging their duty during election.
