Bhubaneswar: Inaugurating the ‘Seva Saptah’ (service week from April 4 to 9) of ‘Nirman Shramik’ (construction workers) on Tuesday at the Exhibition Ground here, Odisha Chief Minister Naveen Patnaik averred that his Government’s target is to bring all workers of the State under the social security safety net.

In his key note address, the Chief Minister laid utmost stress on the welfare and development of construction workers as it has been his Government’s prime objective.

In his media reactions soon after gracing the occasion, the Chief Minister said, “Over 22 lakhs construction workers have been registered and 11 lakhs families are availing various benefits. Our target is to bring all the workers under a social security safety net.”

Odisha Labour Minister Sushant Singh said, “Earlier the provision for labour card registration was limited to the DLO (District Labour Office). Now it has made free and the labour card registration can be done at the Sahaja Jana Seva Kendra. Previously the workers used to undergo problems. Now there is no need of sacrificing their manday and wages for the registration purpose as it has been made handy and hassle-free.”

“After three years of registration, the ‘Nirman Shramiks’ (construction workers) were entitled to pucca ghar (concrete house) benefit. Now they could avail the benefit within a year of registration as hon’ble Chief Minister has accorded his seal of approval,” the Labour Minister announced.

As per official sources, the financial aid extended to the workers has touched to a tune of Rs 396 crore this year in comparison to the previous amount of Rs 238 crore due to the diligent steps taken by the State Labour authorities.

In order to provide requisite assistance and also legal security to the construction workers, 1% cess is being levied on the government institutions, industries, local authorities, construction agencies and also private building owner (house built over Rs 10 lakh cost) since 15.12. 2008. Accordingly, 1378 crore,10 lakh,18 thousand and 934 rupees of cess amount has been collected in Odisha while Rs 605.27 crore has been collected in the last 3 years.

Since the initiation of registration of the workers by their concerned Welfare Board since 2008, 22 lakhs, 33 thousands and 694 workers have been registered out of which 14 lakh, 53 thousand beneficiaries have been registered in the last three years.

Through the Kalyan Board meant for them, 11 lakh, 7 thousand and 851 beneficiaries have been given an assistance of 785 crore, 30 lakh, 79 thousand and 687 rupees till date.

The ‘Nirman Shramik Pension Yojana’ has been implemented from 2016. While it is paid after 60 years, for the widows and the disable beneficiaries there is no age bar.

The Board even shoulders the financial burden of the children of the registered construction workers for pursuing courses in government-run ITI and Diploma. It comprises admission fees, hostel fee and monthly tuition fee.
