Odisha Police Issues Advisory For Phase-III Elections

Cuttack: A day ahead of Phase-III elections in six parliamentary constituencies and 42 assembly constituencies under them in Odisha, an advisory has been issued by the State Police to ensure free, fair and peaceful conduct of polling. It came after the police received various reports of cases of violence due to intense political rivalry among major political parties.

Firstly, the Superintendents of Police have been advised to instruct their field functionaries to promptly register cases of violent activities by miscreants irrespective of their affiliation to any political party. The investigation of such cases should be undertaken promptly and strict action should be taken against the culprits involved in such activities. The SPs shall personally monitor the sensitive matters and initiate suitable action as per the law.

Secondly, SPs and DCPs have been instructed to take up sup-moto assessment of threat perception to all contesting candidates and to provide adequate security to them. The SPs and DCPs have been advised to brief the field officials to keep a sharp vigil over movement of the contesting candidates in their respective areas and make necessary police arrangement for the safety and security of the candidates.

Thirdly, it has been advised to instruct the in-charge of all mobile patrol or sector patrol and other patrolling vehicles to promptly intervene in election related violence and report at once to the higher quarters. The supervisory and field officers should ben instructed to take preventive and prophylactic visible measures to establish confidence among the general public. The advisory further mentions to develop and put in place a mechanism to monitor the performance of the mobile parties, sector officers and other regular patrolling parties and all should ben suitably briefed to perform better.

Fourthly, it has been advised to utilise the Central Armed Police Force (CAPF) and other armed forces for flag march in the sensitive areas to instill confidence among the public.

Finally, it has been advised to intensify vehicle checking with emphasis on two wheelers. Picket Posts may be established in sensitive areas to check movement of illicit liquor, illegal arms and explosives and illegal cash.

As per the Odisha Police some instances of violence have been reported during last few days by some political parties and supporters. Instances of bombarding and firing at contesting candidates or supporters have also been reported. Large quantum of CAPF/OSAP/IR Bn and Odisha Police Personnel has been provided to the districts going to elections in the Phase-III to ensure peaceful election process.

Unlike previous elections, more number of Mobile Parties have been provided in order to touch all the booths and sensitive pockets at quick interval. Sector Patrolling and other regular patrolling vehicles are also in place to keep a close watch on the activities of supporters of major political parties during campaign, movement of anti-socials and criminals and to take prompt pro-active measures in order to avert any untoward incidents.
