Bhubaneswar: After failure of talks with State Government over their longstanding demands, the Odisha Havildar, Sepoy and Constable Confederation has decided to stage mass protest by wearing black badges during duty hours from February 4 and resort to cease work from February 5, said president of the confederation Santosh Satpathy today.

Satpathy said, "The Odisha Havildar, Sepoy and Constable Confederation had a discussion with State Government over our 4-point charter of demands on January 30. Though the State Government considered the demands to be valid, the Confederation expressed its displeasure due to delay in fulfillment of the same."

He asserted that, the havildars, sepoys and constables in Odisha will wear black badges from February 4 morning, deposit all the issued arms and ammunitions in the armoury in the evening, launch cease work agitation from February 5 and ask the constables and havildars posted as personal security to withdraw from duty.

Earlier, the confederation had alleged that despite reminding several times, neither the State government nor the concerned authorities have taken any concrete steps to fulfill their demands including correction of an anomaly in the 7th grade pay, abolition of contractual appointments, hike in various allowances and increase in insurance cover.
