Odisha Govt To Set Up Courts To Expedite Pending Promotions

Bhubaneswar: Soon after the promotion of as many as 3,166 employees from 39 departments and 30 districts during the last week of December 2019, the State Government has decided to set up Promotion Court (Padonnati Adalat) to expedite pending promotions.

While Chief Minister Naveen Patnaik has directed different departments to stick to the 5T model of governance and clear pending promotions of employees by December 31, 2019, promotions of many employees remain stuck due to various reasons.

In order to expedite their promotions, Promotion Courts will conduct hearing on the fourth week of January every year and solve the promotion related issues.

CM has directed ACSs of various departments to hold Promotion Adalats in last week of January to resolve cases that are eligible & due but not done. 

In case someone is eligible and due and not promoted, then responsibility will be fixed on the higher authority for lapses. By this two stage process, Government has streamlined and fixed time frame and responsibility in promotion process of Government employees.  

This brings  transparency, timeliness, leading to transformation in the entire promotion process.  Corruption,  whims and fancies of senior officials will be a thing of past with this initiative 

It is expected that these transparent timebound promotions will incentivize hardwork and inspire government employees to put their best, leading to better public service delivery which is the hallmark of 5T in Governance. The first promotion adalat will be held in the last week of January 2020.
