Odisha Cabinet Nods Amendment Of Long-Term Linkage Policy Of Bauxite

Bhubaneswar: Odisha Cabinet on Wednesday evening, chaired by Chief Minister Naveen Patnaik, accorded its seal approval to four significant proposals for the larger interests of the State.

Briefing media after the Cabinet meeting, Odisha Chief Secretary Aditya Prasad Padhi said, “The Cabinet in its meeting today has approved the amendment of the long-term linkage policy to specify detailed guidelines for Bauxite linkage. As per the salient features of the amended LTL policy, 70% of the saleable stock of the Bauxite shall be made available for long-term linkage and the balance 30% stock shall be sold through national e-auction.”

The Cabinet’s major decision will now enable Vedanta’s Lanjigarh alumina refinery and alumina smelter in the State to purchase bauxite from OMC on a long-term basis on market price discovered through auction in a transparent manner, besides expediting the exploraton and auction of more bauxite blocks in the mineral rich State of Odisha.

The State Cabinet has approved a package of 4 nos of pipe water suppply projects worth Rs 551.78 crore only inclusive of 5 years of operation and maintenance to be executed by the L1 bidder i.e. M/s N.C.C. Ltd., Hyderabad selected through open tendering process. The project funded under OMDAC assistance will be implemented in EPC mode of contract within a period of 24 months. These projects will benefit around 2.34 lakhs of people in 9 blocks.

The Cabinet also approved a package of 2 nos of pipe water supply projects worth Rs 360.60 crore only to be executed by the L-1 bidder ie M/s Larsen & Toubro Ltd., Chennai selected through an open bidding process. The project will be implemented in EPC mode of contract and is mandated to be completed within a period of 24 months from the date of award of the work.

On successful implementation of these projects, over 4.22 lakhs people of 473 villages of the above 2 districts will be safe drinking water. While Rs 272.56 crore have been provisional under the SFC grant, Rs 88.04 crore has been provisioned under the State Plan ‘Basudha’ for implementation of this critical rural infrastructure project.

Prominent among them is the Cabinet’s approval of appointments of Brigadier (Retd.) Laxmi Charan Patnaik as Chairman and Jagannath Mohanty as Member of Odisha Public Service Commission (OPSC).

As per the press note released, “Brigadier (Retd.) Laxmi Charan Patnaik, Member, OPSC has been appointed as Chairman and Shri Jagannath Mohanty, Ex-Special Secretary to Government as Member in Odisha Public Service Commission vide GA & PG Department Notifications No.1778/Gen., dated 17.01.2018 and No.1798/Gen., dated 17.01.2018 respectively in anticipation of the approval of the Cabinet. The Cabinet in their meeting held today approved the above appointments.”
