Bhubaneswar: Odisha Cabinet on Thursday approved a total of ten proposals presented by various departments.
The major among them being Food and Procurement Policy for Kharif Marketing Season (KMS) 2019-20 and approval of tender for construction of Inter State Bus Terminal (ISBT) at Baramunda and bus depot at Khandagiri on Engineering, Procurement and Construction (EPC) mode.
The Cabinet gave its approval to the Food and Procurement Policy for KMS 2019-20 to regulate all aspects of paddy and rice procurement during the ensuing KMS. The State government procures paddy during Kharif and Rabi seasons separately within the KMS.
In the policy, a tentative target of 41 lakh metric tonne in terms of rice has been fixed for the season which in terms of paddy comes to around 60 lakh metric tonne-50 lakh metric tonne for Kharif and 10 lakh metric tonne for Rabi.
Paddy (Kharif crop) will be procured in the State from November 2019 to March 2020 and paddy (Rabi crop) from May to June 2020. Last year the time limit for Kharif procurement was till April end.
Paddy will be procured from farmers who are registered in the online portal of the Food Supplies and Consumer Welfare department. Farmers will have to provide plot details for their registration. Plot details will be verified by integration with Bhulekh database maintained by Revenue and Disaster Management department. Aadhaar shall be the only ID proof for a farmer to sell paddy to the government. Moreover, sale of paddy shall be effected subject to Aadhaar based identification.
Paddy procurement process in 310 procuring blocks will be conducted through Paddy Procurement Automation System (P-PAS).
Payment of farmers’ dues on account of paddy sold to government shall be transferred directly to their bank accounts through online mode and all such payments shall be made within 24 to 48 hours of the sale of paddy to the government.
As per the policy approved by the Cabinet 100 percent delivery of custom milled rice of previous KMS by custom millers is precondition for participation in procurement operations in KMS 2019-20.
Moreover, from now onwards more Women Self Help Groups (WSHGs) will be engaged in paddy procurement process.
The Cabinet has given its stamp of approval to have massive awareness campaign for financial literacy, financial inclusion, cashless transaction and implementation of direct benefit transfer (DBT) in every possible sphere which has been entrusted to officers of the Small Savings cadre. Henceforth, officers of the Small Savings cadre will be known as Small Savings and Financial Inclusion Officer.
A proposal for makeover of Inter State Bus Terminus (ISBT) at Baramunda at an estimated cost of Rs 160.66 crore has been approved by the Cabinet. The project to be undertaken on EPC mode is set to be completed within two years.
The Cabinet has approved a proposal to lease out 2.478 acre government land in Bankual mouza in Bhubaneswar tahasil to the Kendriya Vidyalaya Sangathan free of premium and incidental charges for establishment of Zonal Institute of Education & Training. The Cabinet has also approved three tenders of the Works department.
A proposal for widening and strengthening of Tomka-Mangalpur road at a cost of Rs 117 crore was approved by the Cabinet. The amount will be provided from District Mineral Fund (DMF).
Besides, the Cabinet approved two proposals pertaining to approval of tenders for construction of Teaching Hospital and other works for New Government Medical College at Balasore and New Govt Medical College at Bolangir.
