Bhubaneswar: The vital all-party meeting convened by Odisha Assembly Speaker today assured smooth conduct of the House proceedings since it has been the first session of 16th Odisha Legislative Assembly (OLA) after the recently concluded general elections as well as being the most significant Annual Budget session of the State.

Soon after the important meeting, Odisha Assembly Speaker Surya Narayan Patro informed media, “Today I had invited some leaders of all political parties of the newly formed Legislative Assembly. It was attended by Government Chief Whip Pramia Mallick, Finance Minister Niranjan Pujari, former minister and senior MLA Debi Prasad Mishra, another senior MLA Pranab Das (all from BJD). Former Leader of Opposition Narasingha Mishra form Congress, former ministers and senior MLAs Jayanarayan Mishra and Pradipta Naik from BJP also attended. CPI (M) MLA couldn’t turn up as he was far away from here today.”

He added, “Tomorrow Assembly session begins. It will sit at 11 am. Hon’ble Governor will address the House. Thenceforth, the House sessions will be from 10.30 am and vote of thanks motion on Governor’s address. On June 28, Budget will be presented. As per the statutory provision, Question & Answer session will be conducted and others.”

“The main aim of today’s meeting was to see that the Assembly runs smoothly so that the people of Odisha receive a good message and realize that we are delivering for them. Media will air and report all the proceedings and the people will come to know about our activities in the House,” the Speaker asserted.

On being queried by the media on the Adjournment Motions to be moved by the Opposition, the Speaker replied, “The Opposition has notified on two Adjournment Motions. I have not debarred. After the Assembly session begins, I’ll once again convene all-party meetings for chalking out adjustment of timings. After the first hour’s Question & Answer session, Zero Hour is for an hour and other subjects. After then only, the Adjournment Motion will take place. I’ll try for accommodating the two Adjournment Motions as there could be discussions on wider subjects.”

“Today’s meeting was convened for the sake of smooth conduct of Assembly so that both media and the people of Odisha feel that the House ran effectively. I thank all the opposition parties for their assurance of co-operation,” he quipped.

Former Leader of Opposition and senior Congress MLA Narasingha Mishra in his reactions said, “For the first time, the Hon’ble Speaker today convened an all-party meeting prior to the Assembly session. Hence, we thanked him. The State Government has also consented. By doing so, it is to be ensured that time isn’t killed unnecessarily, discussions will be worthwhile, discussions  could also be taken up on all subjects.”

He informed, “Earlier Adjournment Motion used to be moved two in number, later on it was curtailed to one. Today it was proposed that there ought to be two Adjournment Motions in a day. Also we proposed for Call Attention every day. In addition, the Opposition parties should be accorded appropriate status and opportunity for keeping their stands. In toto, unanimity has been reached today, let’s wait and watch what in reality happens.”    

“There are unlimited issues to be raised in the Assembly by our Congress party,” he concluded.

Senior BJP MLA Jayanarayan Mishra informed, “The Speaker urged to ensure smooth running of Assembly. We told them that it depends on everybody’s cooperation. We proposed to be granted more time to the Opposition for raising issues and keeping their viewpoints. We have also assured him to completely cooperate with him.”

Informing media on the issues to be raised in the Assembly, he said, “FANI-related issues, distress sale of paddy, deteriorated law and order situation in Odisha, several other issues are there to be raised for discussion. We today proposed for taking up two Adjournment Motions a day instead of one. Also Calling Attention every day. Also Private Member Bill once in every session.”
