Bhubaneswar: Chief Secretary Asit Tripathy on Wednesday directed senior officials of the State Government to make the PPP cell more dynamic and innovative. He said that the PPP unit should conceptualise and formulate a shelf of projects for attracting more private sector investment.
At a high level review meeting at Lokseva Bhavan here on Wednesday, Tripathy asked the Department heads to provide necessary technical support in formulation of the detail project after it is conceptualised by the PPP unit.
At the meeting, Principal Secretary Finance, Ashok Meena said that till 1st July 2019, a total 88 projects worth Rs 18,349 crore have been sanctioned under PPP mode. These projects are mainly in urban development, transport, industrial infrastructure, health, education, roads, tourism, food supplies and consumer welfare and energy sectors.
Out of these 88 projects 57 projects worth Rs 8,365 crore have been completed and operationalised, 17 projects worth Sr 4,861 crore are under various stages and 14 projects worth Rs 5,123 crore are in pipeline.
The proposal for developing the PPP cell to the level of an expert directorate under the supervision of Principal Secretary Finance was discussed in the meeting. Chief Secretary directed to form a detail proposal in the matter and place it for Government approval.
As of now the PPP cell has been operating in the Planning and Convergance Department. Experts opine that bringing it under Finance Department will help in better integration of budgetary and extra budgetary sources for developmental projects. It will help in enhancing the number of projects and activities within available budgetary provisions.
