Cuttack: DG Police Dr RP Sharma reviewed the law and order, crime and other related electioneering issues with the SsP and Range IGsP /DIGsP through a video conferencing at State Police headquarters here on Monday. A threadbare discussion was held with the SsP, DCsP, IGs and DIGs for the smooth and peaceful conduct of election.
There has been some rise in the number of booths compared to the election held in 2014. Therefore, there will be requirement of some additional manpower in this years' election. Sharma categorically asked the SsP to prepare everything with all seriousness and leave no stone unturned for making this election smooth and incident free.
The DGP asked the SsP to assess the booths and make vulnerability mapping of the booths and critical polling stations basing on the past incidents of violation, Political rivalries, booth capturing etc during 2014 General Election and 2017 GP election.
He asked the SsP to furnish a detailed report on this to the Election Commission of India. He also asked the SsP to start the confidence building exercises in the Districts, so as to create a friendly and fearless environment before the election.
There will be several meeting, rallies and VVIP visits in the Districts during electioneering. DGP instructed the SsP to be fair and judicious while granting permission for the purpose. DGP also asked the SsP to keep the Deployment Planning and everything relating to election in readiness.
The following points were minutely discussed and reviewed in the meeting:
Number of cases registered and charge sheeted in the District during last General Election 2014 and GP election 2017; Number of PR cased registered in last election; List of persons who indulged in electoral offences during last General Election 2014 and GP election – 2017 and status of the cases; Number of anti-socials bound down u/s 107 and 110 CrPC; Number of NBWs executed/pending; Number of NBWs pending in the District as on 1.1.2019; Number of special drives conducted for execution of warrants as on 1.1.2019. Present vacancy position of Home Guards. Requirement of additional vehicles. Mobilisation of Excise Constables, Forest Guards, Retd. Police Personnel/ Ex. Army Personnel in the election. Transfer and posting of officers as per Election Commission guide line. Formation of static surveillance team and flying squad. Massive use of VHF set. Utilisation of CAPFs. Strict vigil on Social Media misuse during election process.
DGP also gave specific targets to the District SsP for implementation before the General Election:
Target for bounding down persons u/s 110 CrPc; Target for seizure of illegal arms; Target for seizure of illicit liquor and registration of cases; Target for execution of NBWs.
There will be special training sessions for SsP at Bhubaneswar, Sambalpur and Berhampur on 30th and January 31, 2019. An Election Cell is functioning at State Police headquarters.
DGP asked the SsP to take the help of Election Cell in case of any doubt and difficulties. All the Senior Police Officers of State Police headquarters including Director Intelligence, ADGP Crime, Director SCRB, Director BPSPA were present in the meeting.
